If you are taking over the care of a dog from another owner, and the dog has been chipped, the original owner can register the chip to the new owner, and/or the new owner can request the chip from the original owner. See: How Do I Request A Chip From Another Owner?
The current owner of the microchip is the only person who can edit the chip while it's under their account. It is crucial that the microchip is registered properly, so that the microchip has the pet's new owner contact information, not the previous owner's contact information.
